Today Peru’s Education system has been decentralized since 2002, which was initiated under Constitutional Reform Act no. 27680 and Organization of the Bases of Decentralization Act no. 27783 (UNESCO, 2005). According to UNESCO’s document on Decentralization in Education Peru’s purpose for reform is to: promote greater democratic participation by citizens, make the state more effective and transparent and reduce social and economic inequalities between regions. The reform amended several chapters of the 1993 Constitution and was part of the democratic transition following the end of the Fujimori’s dictatorship in 2000. In addition it decentralized to three levels of government: National, regional and local which are divided politically, economically and administratively. Within this new structure the regional governments will become macro-regions; province, district and "populated centers" (UNESCO, 2005). By focusing on democracy, rule of law, equity and social justice in a decentralization structure, Peru hopes to not weaken or reduce national government but to evolve and change in order to coordinate its action with the new regional and local governments.
